In addition to formal intergovernmental negotiations, countries, cities and regions, businesses and civil society members around the world are taking steps to accelerate climate cooperation efforts to support the Paris Agreement as part of the Global Climate Agenda. Adaptation issues were at the forefront of the paris agreement. Collective long-term adaptation objectives are included in the agreement and countries must be accountable for their adaptation measures, making adaptation a parallel element of the mitigation agreement.  Adaptation objectives focus on improving adaptive capacity, resilience and vulnerability limitation.  Although both the Kyoto Protocol and the Paris Agreement intend to combat climate change, there are significant differences between them. To avoid major changes in life as we know it, global action is needed. That is why the Paris Agreement, which aims to limit global warming, rises to 1.5 degrees Celsius this century. In fact, the seemingly small difference between 1.5 and 2 degrees could have dramatic consequences on deep nations and coral reefs. Under U.S. law, U.S. participation in an international agreement may be denounced by a president acting on the executive branch or by an act of Congress, regardless of how the United States acceded to the agreement. The Paris agreement stipulates that a party cannot withdraw from the agreement within the first three years of its entry into force. The authors of the agreement have set a withdrawal period that President Trump must follow – which prevents him from irreparably harming our climate.
As explained in this C2ES edition letter, the participation of the United States in the Paris Agreement can only be decided by the President, without, among other things, seeking the Council and the approval of the Senate, because of the establishment of an existing treaty, the United Nations Convention on Climate Change. If Biden is president, he would have enough authority to join it as an “executive convention.” The UN report warns that the terrible effects of climate change will come sooner than expected. This is why we need to follow the report`s advice and why every tonne of emissions reduction can make a difference. The EU and its member states are among the nearly 190 parties to the Paris Agreement. The EU formally ratified the agreement on 5 October 2016, allowing it to enter into force on 4 November 2016. In order for the agreement to enter into force, at least 55 countries representing at least 55% of global emissions had to file their ratification instruments. While formal adherence to the agreement is simple, the biggest challenge for a Biden administration would be to introduce a new U.S. government.
